Ken, you should get 2 boards on a panel.
Run the 8.414" in the 21" dim - space boards by appx 1" or so to miss multi-line standard tooling locations for multilayer.
The 16.994 will fit snugly but shud be okay in the 18" - if you have enough pre-preg, you should have no problems.

How many back plane boards I can expect from a panel of 18"X21" panel size.
The thickness of the board is 125 mils. My board size is 8.414" X 16.994".
Also if I get only one board then what dimension should I reduce to get 2
per panel.
