Ken, you should get 2 boards on a panel. Run the 8.414" in the 21" dim - space boards by appx 1" or so to miss multi-line standard tooling locations for multilayer. The 16.994 will fit snugly but shud be okay in the 18" - if you have enough pre-preg, you should have no problems.
