Jack,
Solder mask plugged - not via fill and cap? That does seem like a lot for an additional solder mask step. I'd clarify with the vendor that they understand the requirement. Referencing IPC-4761 always takes out any speculation as to the requirement.

Just a follow-up to this discussion:
I just requested a quote comparison from a local board supplier.
We have three power devices, need an array of thermal vias in those three power pads.
ONLY the thermal vias need to be plugged (unique hole size).
So, about three square inches of board space needs to be plugged (hole size 10 mil, qty 168)
*The difference is bare board cost was $46 !!! or 33% !!!*
