You are correct, the safety glass policy instituted by companies become a big problem when not implemented with common sense. 

The company has the right to go beyond OSHA requirements and for simplicity dictate that everyone off the main aisle must wear safety glasses for easy enforcement. This causes more frustration and unecessary stress on SMT operators and other know that safety glasses is not required for many jobs. Those who don't normally wear glasses are annoyed and if your trying to see and work with very small SMT components it is very frustrating. 

We do require safety glasses when cleaning stencils where chemicals or alcohol is used. OSHA requires safety glasses for good reason but and areas that require safety glasses should be marked by tape on the floor to designate these areas. 

You correct as long as an operator is soldering under a Luxo light or microscope then th ey have the  required glass barrier between their eyes and the handsolder operation. 

Getting the mangement and auditors to take a common sense approach can be a challange. As you said you can't effectively use safety glasses over microscope eyepieces. The wrong approach can cause people to leave the company.

I don't wish to appear cynical but isn't this a case where that missing 
commodity, common sense, should be applied? 

In any case, the operator can just push the safety glasses up to his/her 
forehead. (S)he will still be wearing them! Does your sacrosanct rule 
specifically forbid this?
