Following this thread on a phone whilst on holliday may mean I've  
missed some bits.
I comment from the UK perspective.
Glasses are PPE and as such they are considered to be the last resort.  
When we do the risk assessment for any process the elimination of the  
process or the risk associated with the process is the first thing to  
be considered.
I am surprised at the number of companies on this forum that consider  
the process of walking across their shop floor so hazardous that  
operators must wear PPE to do so.

I have this picture in my head of projectiles whizzing around in these  
production areas.

To me a general rule of wearing protective glasses everywhere shows a  
lack of proper risk assessment and management on anything like a  
normal electronics manufacuring environment.
