Well all I can do is give you my results that I have obtained for testing.

Testing is conducted by first cutting the leads from the plastic body. After
cutting the leads all the joints need to be checked at the heel to make sure
that no damage has occurred. Using a specially made tool clamp the sample lead
and pull the lead vertically from the board surface. This is the most common
method and direction of pull hence it can be compared with other engineers
results.

Normally you will expect to see between 600-900 grams. One company I know has a
minimum pull off figure of 250 grams which can be easily obtained.
