Hi Howard,
It is not totally clear what it is you want to accomplish. Also some of your
acronyms are not clear (CCL? PCT?).
HAST may or may not give you what you want. If you are concerned about the
primary reliability threats to HDI PCBs, you should be concerned about the
reliability of your PTH/PTV interconnect structures. PTH/PTV barrels can crack
and the PTH/PTV barrel to innerlayer connection can separate/crack.  IST
testing (PWB Interconnect Solutions Inc., Bill Birch, 613-828-6340) is a good
way of testing these. To get some understanding of the issues get yourself a
copy of IPC-D-279 "Design Guidelines for Reliable Surface Mount Technology
Printed Board Assemblies".
