There are many possible sources for the "opens" you are experiencing, and
without more data it may be difficult to track down the problem.   We have
found that there can be large variation in PCB manufacturing processes (ie.
plating thickness).  These variations can occur within a board, from
board-to-board, and from lot-to-lot.

The source of your problem could be from process variations inherent to your
PCB supplier.  We offer a testing and analysis service that provides data on
PCB manufacturing capabilities.  The results from an analysis can provide
insight into the sources of defects and process non-uniformities.
