This may sound a bit over the top (well, ok then a lot!).

You could always fit them with the anti theft tags similar to being used
in the shops, that way a buzzer can be sounded when they
try to leave the building & they can be told to "get em off".
I would imagine that the kit can be obtained from a shopfitters.

But then installing that and the cost of the tags may become more
expensive than the cost of the straps, but maybe not with the shoes.
