Darrel,
There is no magic formula to calculate the stackup tolerance. However
your Mechanical engineering should be able to run simulation of stacked
tolerances to look at the effect on the final dimension. Using standard
normal distribution and statistical analysis. It has been done routinely
by mechanical engineers.
