IPC-2221 talks to that question, lead diameter to hole size and its
focus is solder joint formation. Sorry, my copy is out on loan. But
connectors can be a little tricky. Some of them rely on the hole help
keep them vertical. Be sure to look at the application notes for the
connector as well.

Subject: [TN] Hole size Standard for Plated thru-holes

Hi everyone,

Does anyone know of an IPC standard that will tell what a plated
thru-hole size should be depending on the diameter of the component that
will be inserted. Example would be a pin header, or a certain wire size.
Basically, how much bigger do you make the hole to accommodate the size
needed so that you will get a good solder joint, and designed well for
manufacturing.

Thanks,
Jim
