I'm curious...what specification calls out solderability testing to be performed at 'final inspection'???

  Just one more thought.  I have done this many times and at least 8 out of 10 will tell you that they do but only 2 out of 10 actually document the attribute.  Ask them if they do solderability testing in final inspection.  Most times you will not even find it on their finale inspection report.
