Epichlorohydrin is used in the manufacture of epoxy resins. It is fairly low
boiling. Chances of finding it in a circuit board after processing by the
laminator are VERY small.
The bromine used in the epoxy resin is strongly bound to aromatic rings.
Normally, there is no problem with bromine containing emissions. There is no
chance in normal PCB manufacturing with usual processes. 
Of course abuses can occur with unknowable results.
