I'm not at the CM location, so I can't say for sure, but I highly doubt they are doing 100% IQC on PCBs.  Does anyone, really?  That's one reason we go through exhaustive efforts to qualify PCB fab vendors, with price being low on the list.  Fab problems are extremely rare, we go years between issues.
