you are assuming the goal is to help end the conflicts in Africa.  The real goal of sneaking an unenforceable and ineffective amendment into a totally unrelated bill, so it wouldn't be read or debated, was to garner election support from special interest groups.

Why not just take $1b of what this mess is going to cost, and arm the "good guys" in the conflict.   Oh, that's right, we're not even sure who they are.  So instead we'll just shut down a source of employment and add to the poverty and hopelessness that's at the root of the conflicts in the first place.

Yep, got the cynicism cranked up early this week.
