David,
I have used a product in the recent past that will do exactly what you
require. It is a mechanical CAD program called QuickCAD, originally from
Drafix but now owned by Autodesk. I have used it primarily as a CAD file
format converter, but the bonus is you can edit the geometry, add text,
whatever you need. It reads in two "flavors" of DXF, plus AutoCAD binary
DXF and AutoCAD DWG R12 and retails in the software stores for about
$55. Also useful is its HPGL importing ability, which I used almost all
the time. QuickCAD runs on Win95, Win98 and NT4.0 platforms. Printing is
quite versatile with an accurate WYSIWYG print preview. I hope this info
helps you in your search.
