Er, yes....

Without looking into it further, I'd be a bit wary of using just
conductive chairs, as I'm sure that the operators
would be unwilling to wear conductive trousers/skirts/panties etc to
make good continuity etc.

Shoes/feet are not always in contact with the ground when sitting down
(& are the socks conductive?)
Hands are not always in contact with the floor either.
So the only true way of removing any static charges from the operator
would be to have a direct link to a ground point.
Wrist straps. Tested every morning (and recorded).
