We use waterbased flux in wave soldering, but have found that this doesn't work
very well in hand soldering, because of the long time to allow the solvent
(water) to vaporate.  You may be better off using an alcohol based repair/hand
soldering flux.  Just make sure you use an O/A based or it will look ugly.

                Solder balls/splashes??!!!  We're using a VOC free water
based flux for wavesoldering and Kester 951 for hand soldering.  We've had
instances where repair operators use the water based flux for repair, I
know, I know, molten solder and water don't mix well.  To continue, you may
want to try baking the boards to remove moisture trapped inside and/or limit
the amount of flux being used by repair people, flux pens work well.
