... sounds like HPGL or HPGL2, the Hewlett Packard Graphic Language
for most HP (and many other) Pen (and InkJet) Plotter.

Many business graphic software packages (like Micrografx Designer,
Corel Draw) and office software (like WinWord) can at least import,
if not edit this file format, and the most CAD or CAM software
packages can do it also.
