My understanding is that the minimum soldermask thickness per IPC A-600E
2.9.10 Class 2 spec is 0.0004" minimum.

My question is whether this criteria applies everywhere on the circuit
board. Does it apply at the "knee" of the circuit?

If this is the criteria in IPC A-600E, why isn't the same criteria
documented in IPC-6012?
