Rudolph,
I would like to strongly discourage you from going down the road of setting
up your own set of standards.  Writing standards and keeping them current is
very time consuming and EXPENSIVE.  The IPC specs are becoming the industry
specs for North America, at least, especially with the death of the US Mil
specs, which our military electronics brothers used.  The only upside I can
think of to having your own standards is that you can use them to record
deltas from IPC specs and cover things that IPC does not or does not yet do
well.  Other than that there are no upsides to having your own standards.
At least that's how I feel about it.
