Steve, without having it in front of me, it sounds like larger cystals of
tin/lead have formed inside the bar as the insides cooled slower than the
outside.  Just a guess.  Also, if you were to analyze the composition of a
bar of solder you would find that the outer layer would be slightly higher
in tin composition.
