I believe most gerber viewing products will bring up and plot/print  an
HPGL file.
Cam350, Wise gerbview, Router Solutions, Lavenir, etc.
All should have a low end view/print version.
This with shareware of above is probably your cheapest way.
There are somewhat inexpensive viewer packages also
Myriad's
Cimmetry's AutoView
These have just view and full mark up capability.
We use the Autoview because we are going fully electronic and want
markups and everything to be done without paper.
