Ken,

I guess the question I would have to ask is why would you put this on your drawing? Typically the board manufacturer will manufacture the parts according to the tooling provided. If you place thermal on your artwork or Data, then they should be there when the parts are delivered. If you don't, then they wont. Are you wanting to place this on your drawing as an instruction to the board shop to insure you have not made a mistake in your design or lay out the CAD data.?  In any case, regardless what you decide, the manufacturer is obligated to meet your drawing requirements but I don't feel you should expect the board shop to be totally responsible for detecting supplied design or cad errors.

Is there any problem spelling out "ALL GROUND/POWER PLANE CONNECTIONS SHOULD
HAVE THERMAL RELIEF " on my fab drawings.

Please provide me pros and cons before I make a call.
