Peel strengths for PTFE on Woven E-glass, Non-Woven E-glass, and ceramic 
filled materials are covered in IPC-L-125A, "Specificaiton for Plastic 
Substrates Clad or Unclad for High Speed/High Frequency 
Interconnections".  This document does a better job in establishing the 
requirements for PTFE materials than MIL-S-13949 does.

Peel strength requirements have been established for after thermal stress 
and after exposure to elevated temperature.
