I have heard of a colleague doing this for very low volume assembly 
with few jumpers but feeding the wire is an accuracy issue.  In this 
case a custom designed 'nest' was used for one at a time placement.  
The operator has to manually reload the nest, but for small volumes it 
proved acceptable.  The only other point was the pick-up tool on the 
Pick & Place which was a special shaped nozzle designed for MELF 
components.
