NASA uses NHB 5300.4(3G) "Requirements for interconnecting cables
harnesses, and wiring"  

There is also mil-std-2000 (which may, or may not be released)
for "soldering electrical and electronic assemblies"

Also Mil-std-454 "Standard general req. for electronic equipment"

These are the customer specs that I have to go by.
