A requester had asked about repairing scratched FR-4 boards, and requested
add'l info about the Electronics Manufacturing Productivity Facility (EMPF).
We are a Navy/academia/industry CRADA group that focuses on electronic mfg
R&D efforts for the IPC defined "level 2" interconnects--putting components
on the board. We have a learning center that teaches Mil-Spec soldering, and
comm'l slanted courses like PTH and SMT rwork/repair, no-clean process
implementation, SMT "start-up" familiarization and related subjects. We made
the significant input to the new IPC-610 training course (we developed the
curriculum and made the slides used in the course) and teach it here. We
also have other joint IPC efforts in progress. We have significant efforts
with the Nat'l Center for Manufacturing Sciences in their "Lead-Free" and
"No-Clean" projects, are working with Sandia on mBGA, and have done the
phase two testing for a dozen CFC Free Alternative Cleaning products. Some
of those reports are available from IPC and some from us. Even with our
military background through our origination at China Lake Naval Weapons
Center and relocation to Indianapolis in 1990, we are working closely with
industry to develop "common sense" approaches to electronic manufacturing.
Our charter focuses on technology transfer, and in addition to our training
we offer 16 hours of free elect. mfg. consulting on issues where we have
knowledge. This sometimes includes solderability test/analysis/resolution,
process evaluation and recommendation, and use of our Scanning Electron
Microscope, ion chromotography system, and Four Pi X-Ray Laminography system
(being used a lot in support of engineers evaluating new BGA processes. We
monitor this IPC TechNet and other forums and "jump-in" where we can be of
