I'm looking for a standard describing Axial and TH component lead forming
that described the various options folks can do to prep the components for
vertical mounting, vibration, different bend points, etc.

I would like a clear language to describe all the options. I've looked at
IPC-A-610 and IPC-7351, are there other standards? IPC, JEDEC, or something
else?
