Short answer - You Can't.  The QPL goes with MIL-I-46058 and that has been
inactive since 1995.  They are "thinking" of revising it, but nothing to
date.
IPC-CC-830 has a procedure for adding new classes of coatings, which is
found in IPC-CC-830 Rev C, Appendix D (I think).
