Shortest answer:
poll your offshore volume fab contacts for this design limit. I would -- even if I had the answer in my design rules/constraints folder. It's an obscure enough detail I wouldn't be confident w/out reconfirming it.  If you don't have direct offshore fab contacts for this type board feel free to contact me off forum and I'll get you good contacts.

Longer answer/speculation:
If it is an otherwise simple board profile with no tight tolerance features in the router profile then the low cost high volume fab will want to maximize stack height on the router table. 2 or 3 high commonly in volume.   If I understand it correctly, the higher stack height dictates the minimum drill diameter.  For a given diameter there is some max flute length available and that has to get through the entry material, the board/panels stacked and into the backup material.  All those inputs can vary by fab.
