Usually, but not always. Oftentimes a tungsten/nickel/boron finish is electroplated instead of the more common chromium, and when electroplated it is much harder than the electroless plating (it is generally thicker). But this is usually done for mechanical components.

But I have never heard of electroplated TNB being used as a circuit board finish. I don't think you can solder to it, if that is what you are asking.
