Not clear on what you mean by "CM".  If this is your circuit assembly house, 
the easy way home for you is to get him to accept responsibility for 
"delamination" This should be easy if he's the procurer of your circuitry 
but should be negotiable with $$$. That way your risk is program delay. 
Delay is the truly costly element, but  you can cover this with 10% 
overpurchase of circuits.

If "RF" means rigid-flex,  then you're dealing with a set of specifications 
which are too tight for the materials set. This has been a major problem in 
flex manufacture from the beginning.
