Ken,

  Getting thin, partially routed boards for stuffing is not uncommon. Pick
and Place machines (PnP) generate considerable force when they place a part.
What I do, and probably most others, is place the thin material on a
carrier. This problem with parts on both sides requires a fixture of some
type to support the thin board leaving space for bottom side parts.

 We take a piece of FR4 and we create a 1:1 (close is fine) paper image of
the bottom side. A mirror of the silk image is often fine. Place the paper
on the FR4 using a low tack spray adhesive. Now you can take "Stick On
Rubber Feet" and cut them placing these as fixed height spacers which hold
the thin board slightly above the FR4 carrier. 

 The other option is use the tooling pins that come with your PnP machine
though this board had a lot of smaller boards. You still need to control the
placement of the holding magnets so the mirror image print is a help.

 There are many creative ideas and tools you can purchase to solve these
problem. I use the cut up sticky rubber feet.

If only one side has parts then there is no problem. If you have parts on
two sides then a holder can easily be made with cut up "Rubber Feet".
However both the holder and the board must be held steady and this varies
with the assembly machine.
