Hi Charming,
What you have is a PCB made of CEM-1 or -2 with unsupported holes---this is Class -1(minus 1) not Class 2.
While this might work for some applications, you cannot claim that you have a Class 2 product; and in harsh environments you clearly will have problems.

Our power system suppliers build single-sided pcb with paper-based substrates, 
he holes on the pcb are non-plated and no solder fill for through-hole 
omponent.  As I know, paper-based substrates are generally used for the pcb 
uild of low-cost, low-reliability, consumer products.
Our company sells CLASS 2 networking products, which are supposed to work in 
arsh environment. Is it reliable enough to use such single-sided power 
ssembly? Thanks a lot for kindly input.
