Hi-rel are different for different sectors.  Some of them are designed for 15 to 25 years.  Some of them are replaceable for every 5 to 8 years of service.  3 years in general consider very short in most of hi-rel job.  However, hi-rel for a blast work could be a fraction of second.  Without knowing any spec, contract, design life, etc. It is waste of time to speculate.  Why I am answering the q?  Must be feel nothing better to do in this snowy day! :-(

obtw,  it would be helpful to get the parameters of the test 
application the pwb is used in.   Temp, cycling, etc.

Is the "quadpack IC" a power device?  If so what temps does the pwb 
see under the device?
