Phil,
That's not a cleaner, that's a stripper. n-methyl pyrrolidone (NMP) is the active stripper in many of the "environmentally friendly" coating strippers. Glycol methyl ethers too.

I would remove the coating with a mild solvent, such as a HCFC/HFC/HFE
blend, preferably in a vapour phase machine and recoat.
