Time for the document liaison to comment on this.

The inside cover of every IPC document has these words:
It is the position of IPC's Technical Activities Executive Committee
that the use and implementation of IPC publications is voluntary and is
part of a relationship entered into by customer and supplier.

The statement in Clause 1.9 of J-STD-001 means that someone cannot apply
J-STD-001 to an assembly that has already been built, such as COTS. It's
too late--it would have had to be required for that assembly before it
was built. It doesn't mean that J-STD-001 can't be called out for
building COTS during the procurement process--ultimately that's an
agreement between the customer and the supplier.

To your specific question, regardless whether or not the end product
will be COTS, if 610 is the required assembly acceptance standard and
the standard doesn't have coverage for the specialized (or new)
technology in the assembly, Clause 1.3 states that Class 2 "should" have
customer involvement and Class 3 "needs to have" customer involvement.
COTS is most commonly considered Class 1 or 2, but sometimes COTS gets
used in Class 3 environments.

The problem is that the consumer buying COTS products will never know
what, if any, standard or norm was used to manufacture or accept the
product. Only the manufacturer will know that. I can assure you that
many COTS items are built to IPC-A-610 and some even to J-STD-001.

Thinking about it, IPC-A-610 Does not specifically address COTS, however
its process cousin does with J-STD-001D which specifically states COTS
are NOT to be covered by J-STD-001. 

1.9 Requirement Flowdown
When this standard is contractually required, the applicable
reuqirements of this standards (including product class) shall be
imposed on all subcontracts, assembly drawings, documentation and
purchase orders. Unless otherwise specified the requirements of this
standard are not imposed on the procurement of commercial-off-the-shelf
(COTS or catalog) assemblies or subassemblies.
