Every lead-free part I am aware of has the designation at the end of the P/N or otherwise some type of lead-free symbol on the part or the package.  However, one should trust but verify.  That is do some type of test at receipt like XRF, or a simple lead-swab test using chemicals.  There are swabs available where all you need to do is break a couple of glass vials, which dispenses the chemical to a swab.  Rub the swab on the balls.  If it turns red it contains lead.  The deeper the shade of red, the more lead it has.  Although this test method is cheap, one needs to thoroughly clean the part after performing the test, or otherwise scrap the part.  Scrap of a BGA is normally not a viable option because of the cost involved.

  We're thinking that maybe the "N" on the second line of numbers on the
  part below the part number might be designating it as lead-free, but
  we're not sure.
   
  Good luck trying to call Altera and talk to a human being to find out
  for sure, because it ain't happening!
