Hi Steve,
While the fault was clearly with you fab vendor, you are not totally off the
hook either.
As a matter of routine, all fab batches should come with coupons,
cross-sections, mandrel-plated ED copper foil samples together with tensile test results——
this would be even more imperative for expensive and critical assemblies, and
for RoHS-soldering.
This is one of the strong recommendations in my White Paper: "Recommendations
for PCB FAB Notes and Specifications in Printed Circuit Board Drawings for
SnPb and Lead-Free Soldering Assemblies, the Qualification of PCB Shops and
Activities to Assure Continued Quality," where both the steps for the
"Qualification of PCB Shops" and for the "Activities to Assure Continued Quality" are
listed.
