The idea of not routing under components was motivated by engineers
Have u ever tried fault finding an assembly that has tracks routed under
components can be very frustrating.
My suggestion, if there is an alternative use it without adding too much
cost (more layers)

Subject: [DC] Routing under vias
I'm just wondering what the general consensus is with routing under
components? In general my company has always frowned upon routing under
resistors and capacitors. I am working on a small 2 layer board and
would like to use the components as jumpers to limit the number of layer
changes for a few signals. Any thoughts?
