Chris is right, the packaging has its own directive, and the NWML has
these listed in the faq

on the subject of the ancillary items (like clips and say transport
hardware), i was under the impression that it is not included as it not
only does not stay with the unit but also it preforms a secondary function
(like the talking teddy bear scenario).  However a carrying case does stay
with the unit and therefore would need to be compliant

The same applies to manuals, otherwise my local newsagent will get a shock
when all the magazines are confiscated for RoHS instead of the usual
reason!!

Packaging falls under the long standing EU Packaging directive which
already prohibits the same substances as RoHS.

Ancillary parts shipped with the product i.e. any tools or carrying
cases/clips are also considered by some Enforcing agencies as needing to
be compliant - see the UK NWML RoHS FAQ.

The user manual - no-one has made a call on this yet!

While we would agree to break our necks to get the 'electronic product'
compliant ,What are the considerations towards the 'The User Manual' the
'Packing Carton' and other freebees that go along with with the product
..Do
I need to analyse the printing inks , papers  etc. to become compliant
totally
