Ok, Let me interpret that to make it clear--correct me if I got t wrong. 
The SJ strength on Cu-alloy lead frames was so great, they pulled off the Cu 
soldering pads on the PWB. For SJs to Alloy 42, they got interfacial failures 
between the solder and the Alloy 42--quite common, since the metallurgical 
bond to alloy 42 is weakker than to Cu.
With all due respect, your Japanese customer does not know what they are 
doing when it comes to SJ reliability.
Make sure your contractual oblgations are met by meeting their test 
requirement, because it clearly does not relate to SJ reliability for product in the 
field.
