I believe that to be the input voltage otherwise many common devices would
be exempt including probably every TV set.

I want to make sure I correctly understand the scope of RoHS.
According to Article 3(a), if a device I market operates at or above
1000vac or 1500vdc, then that device is outside the scope of RoHS. It
does not matter if the high-voltage circuit is an input voltage, an
output voltage, or a voltage strictly internal to the device. Is this
correct?
