Reverse engineering (if that's what you are doing...) can be done... It can
be a pain.
If you have Gerber files, you are going to get a "connected copper" netlist
but no identifiable components. This is what most board shops do to verify
the boards after manufacture.
If you have Access to Valor ODB++ data you can reconstruct the board and
netlist much easier. You would even get the reference designators and a Bill
of Materials out of that.
I have reconstructed boards from Gerber and used the data as a way to
generate a new design, it involves bringing in the data into your CAD
package and placing real components in where the pads are located and
converting the Gerber into traces and generating a netlist and checking.
I have also created netlists by looking at the schematic and numbering all
the pins and just typing it into a text editor... another option.
There is no magic bullet for this sort of design task... it's just a lot of
tedious work.
