The above statement scares me a little - I am assuming that you are the board
shop.  If that is true then you cannot "accept" non-compliant product for
your customer.  They have the final say.  If the boards, when visually inspected
do not meet the spec requirements, such as minimizing dielectric spacing
without shorting, then they are non-compliant.

Hi-Pot testing as Jeff has suggested will tell you about the significantly
reduced dielectric spacing and you could offer that information to your customer.

The long term results that boards have had no failures in the field - but how
do you know the extent of this problem on those in the field - would help
your customer decide whether the risk was warrented.
