This doesn't answer the original question of jumper quantity (I don't know
that answer), but you might alternately consider "solid state" jumpers.

If your PCBs are bare, AND if your current load is measured in milliamps
instead of whole amps, you might consider silk screening jumpers onto the
PCBs using a thick film conductive polymer.

Because the jumpers are screened & cured onto the board not unlike
nomenclature, they become part of the PCB rather than part of the PCA.

And because of THAT, the quantity of "jumpers" may cease to be an issue.
