A group of government and commercial companies that support NASA and other agencies that put hardware in space have developed an addendum to IPC/EIA J-STD-001C. Essentially an official "exception" document that is used with J001C (both will be called out in procurement documents). Will streamline (a little anyway) drawings by not having to add all the exception requirements.
The IPC Technical Activitees Executive Council has approved the concept for other focused applications such as automotive. As Werner notes, in the long run there shouldn't be that many exception requirements for automotive but there could be some. Medical applications might be another niche that would have some unique requirements. If anyone would like to help drive such projects please contact me off technet.

The automotive companies have been lagging behind the rest of the electronic
industry for some time--there are no documents, other than perhaps internal
ones, addressing reliability and quality. However, the IPC-documents are
equally as valid for the electronics in automobiles as the rest of the
electronic products.
