Margaret,

If this is a standard 5-sided cap, you can find the req's in IPC-A-610 sec
12.2.2.  From what you describe, your rework operators are simply adding
solder to the land area to form a bridge between the part and the land, this
is then call drawbridging and may meet the minimum req's although not be the
most reliable due to the differring forces pulling on the component during
thermal cycling.

If you want to rework the parts and have the right equipment and training,
assuming you have the same amount of solder on both sides of the component
pasted and reflowed, you can have your operators flux both sides of the site
and reflow with a hot air pencil to level the part.  This will introduce
less thermal shock to the component if that is a concern of yours, if not,
use a pair of thermal tweezers and do the same.

Please help!!!
Recently, we have a problem with tombstone components.  Operators
were told to repair them by adding solder to the lifted  side of the
caps, so there is a solder connection  but the side remains lifted .
In my opinion this is not an acceptable condition because the capacitors
do not meet  the requirements of dimension J - Minimum End Overlap. The
other Quality Inspector disagrees on the bases that connection  has been
made by solder.
Where can I find specific standards for lifted SMT capacitors?
