Pankaj,

I recall meeting a gentleman in the central Florida area that was originally from the northeast, possibly New Hampshire, named Howard Wegner.  I was told that while he was at Hollis Engineering, the technique was developed there.  I have been told the same general story from more than one source but can't totally verify its validity.
